What are SKILLS?

SKILLS is a super simple system - but I have not seen a good short definition of it. So here is mine.

SKILLS system is an index used for lazy loading of instructions built out of their descriptions. It basically means this injected in system prompt:

for each skills:
    if skills.description matches current situation:
        read skills.instructions
